Okay, but I was in the facilities on Thursday and they were talking about Gregg coming in the following day. He arrived in GB on Thursday, interview Friday. No contract offered.

Some point between Gregg's interview (the 8th or 9th, whenever) and yesterday, Gregg was offered a contract. Timing may be off (maybe I've misread badly... which would be my bad) but it does appear that the Packers wanted Williams.
Unfortunately, it appears that Williams' agent used the Packers' contract as leverage against the Saints.
Incidentally, this all happened a couple of days after Andrew Brandt posted an article on NFP that looked at coaching contracts, and how leverage, perceived or real, was so important in getting a deal worked out. Eerie it was posted when it was, and 2-3 days later we saw play out what Brandt talked about.
