according to the law they can only fine you by withholding the fine amount from your tax RETURN. If you do not get a return, they cannot fine you.

Health insurers starting in 2014 are required to report to the IRS everyone who they cover. You will also have a question about it on your tax forms asking if you have insurance or not. I'm assuming you can lie on the form and get away with it as long you don't get audited. Thats when they will find out that no insurance companies reported you on their insurance.
