Here's my theory and it's based on reasonable circumstantial evidence. The greatest potential move of the 2014 draft...

Not trading down at 21. We may never ever know who exactly called us, but I believe the Minnesota Vikings called. Did Cleveland call, also? Unknown, but I don't believe they did.

Ted had an interesting decision. He had to believe Minnesota was trying to trade back into Round 1 for one guy and one guy only...Manziel. It would've benefited the Packers to acquire extra picks, but not only did Ted Thompson want Dix, he didn't want Manziel in the division. A history altering moment for sure if he rejected overtures from the Vikings. One could say that if he got calls from CLE and MN that he could've just gone with CLE and boxed out Minny that way, but what if CLE didn't call on that spot and it was just Minnesota?

Maybe, if Manziel becomes an NFL legend, too, there'll be a book and it'll speak to that moment where Ted Thompson rejected the Vikings offer.

Ted Thompson sits on his hands per former GM: "because they’ve had 25 fricking years of great quarterbacks. Of course it works. Try it without a special quarterback."

Vikings, Packers and Lions don't trade, that's just the way it works.

Cleveland did call of course offering a third and #26 for #21.

I'm 100% convinced about what happened, Thompson put Cleveland on hold and tried to negotiate his 2nd and two 3rds for another first round pick, planning to get two out of a list of 6-8 very good players that remained on the board.

Thompson didn't like Ha-Ha Clinton Dix, he was aiming to take Bucanon plus another 1st rounder.

When the trade didn't work we took CD and Thompson was pissed, he never ever traded again, he probably put his usual trade partners in the doghouse for the failed trades.

That explains the no-trades and why the very strange selections in round 3, we never planned to really use those picks.

My brother (big Vikings fan) found a little nugget of information that may help your theory.

He said that Minn had a trade in place to take pick 22 and Manzel, but CLE beat their offer, because they held better remaining picks.

Now if Cleveland called us wanting to take Manzel, you know damn sure MIN was trying to get back in R1 as well.

And they did, but had to go with Bridgewater.

Didn't you guys feel something wasn't right?

Thompson is even on record (with McGinn) as saying that he would have been devastated if Ha Ha was not available at pick 21 based on what else was available to him, and that the reason the Packers would not trade with other teams was because they were worried Ha Ha would be taken by someone else.

If anything, Ted's words seem to suggest he had only Ha Ha as a first round grade safety.

Also, I think it'd be highly irresponsible of Ted to simply stop doing homework on third round picks simply because he thought he would trade the picks. Especially if Ted made the decision to do "trade 3rd round picks" before the draft even began and he knew the trade requirements of other teams or what players would still be on the board. Ted doesn't strike me as so reckless. I'll just add that Ted must've known he would pick in round 3 because he had a compensatory pick he could not trade. Again, not much substance to your speculation.
