I see the on the field stuff as the most significant.
There's gonna be a lot of accidental and previously "clean" plays penalized with this no roll up thing - legal blocks from the side combined with a stumble or even contact with another player causing the roll up, and getting penalized. There also would be a potential for a form of flopping - pretending to be rolled up on by players who got effectively blocked. I see this as a bad change.
I'm glad they didn't pass this d. above - the pass interference thing. It would have effectively killed bump and run coverage.
