Doubtful. If Curly or some of the Board had wanted it set they would have had to do it alone or risk being caught. The mindset of an arsonist is different than the average person. They wouldn't have cared if someone was injured in the fire. I can't see them wanting to set the fire. In the past Curly and GB got bailed out by locals. Another time by Papa Halas. There were other ways to raise the money.

The Packers web site history section has a little bit about their financial difficulties in their early years.

Chapter 2 of the team history  on the official Packers web site says:

After Hutson's retirement, Packer fortunes again declined. The disastrous pro football war, between the NFL and the new All-America Football Conference, brought on another financial crisis after the 1949 season. From 1946-48, the financially strapped Packers lost two of their three No. 1 draft choices to the AAFC, unable to bid with the rival league. Desperate for new income, the Packers held an old-timers game and intra-squad scrimmage on Thanskgiving Day, 1949, and raised $50,000.

In the midst of the turbulent times, Lambeau lost an internal power struggle -- which ultimately began when he used $25,000 to purchase Rockwood Lodge for training camp. Lambeau resigned, Jan. 31, 1950, ending his 31-year run in Green Bay, to become the Chicago Cardinals' head coach.

I never said GB was not facing hard times. I know they were. I simply said there is a huge leap from struggling to meet financial obligations and torching a structure. Coincidental? Perhaps. Perhaps not.

Packers purchased Rockwood Lodge in May 1946. Rockwood Lodge was Packer's Training camp facility from 1946-1949.

The Packer Fund raising Drive "to Save the Packers" raised $50,000. by Thanksgiving Day 1949. A Packer intrasquad game was also held on Thanksgiving day 1949.

In 1958, The NFL owners voted to have all NFL teams share equally all TV revenue made from telecasting NFL football games over TV Networks.


This made it possible Financially for small market NFL teams like the Packers to compete with big market teams in the NFL.

This is why the Green Bay Packers which is located in smallest city in the NFL, still has franchise in the NFL in 2013.
