I believe he's saying Randall Cobb's play is how he himself can have a say in how many touches he gets. In other words, if Cobb plays well, they will give him more touches. If he fumbles a kickoff, he may see less touches. Therefore, Randall Cobb, a rookie, has say in how many touches he receives.
