It's not as our ST players have dramatically lifted their performance, but I think less penalties combined with less glaring mistakes (big returns) lead to a positive evaluation of every player on ST, especially Bush.

Penalties have gone down across the board. This has caused less re-kicks, added positive yards, and the offense to not be backed up even further by penalties before getting a play off.
As you eluded to our ST has so far not given up the "big play." Save Hester's return the ST has not allowed a game changing play which speaks volumes compared to last year's team which gave up good field position to the opposition and backed up our offense due to aforementioned penalties.
Another thing overlooked is turnovers. I know the Girls aren't exactly the cream of the crop but those two turnovers were big plays by the ST, more specifically Bush.
As long as the Packers ST is not allowing a big play or giving up yardage because of penalties then they are an improvement.
