That can (and as far as I'm concerned, should) be done on an individual basis, Formo, but it cannot be done on a league-wide basis. There are a number of well-established statistical methods for determining collusion, and if the entire league started to pressure rookies in this way, the collusion would quickly come to light in a lawsuit, backed by high-priced expert witnesses.
