Spending 7 million on Clifton may have been a necessary part of the puzzle. But it is far from being "active" unless one is convinced that Clifton is the answer at LT.
If your team has bona fide issues "signing your own" is NOT a sufficient strategy. Necessary, yes. Sufficient, no.
Count all three of them as FAs if you want. Then "active" means something greater than or equal to 4 signings.
I'm ecstatic that they re-signed Pickett. IMO he was the single most important "Packer FA" to keep.
I'm quite happy that Collins was signed. (Even though I think he's a bit overrated by many).
And I'm okay with the Clifton signing. (Even though I am certain
he is overrated.)
But I am by no means satisfied. Not even close.
