Harris, Woodson, and Williams are locks.

Lee is still developing and you don't give up that quickly on a second round pick.

Blackmon makes the team as a 5th CB/return man on special teams.

Bush probably makes it as well with his special teams play at gunner and ability to play both CB & S.

That's 6 right there. I suppose it's possible one of the above may not make the team and a guy like Underwood might if he has a strong camp.

I thought Bush was a safety? I wouldn't be surprised to see Underwood on the practice squad though and I am not sure how things are looking for Peprah either.

Yeah, as of last year, I think Bush is considered to be more of a safety. And Peprah is a pure safety. So I'm counting five who are pretty close to being locks at CB, and six if they decide that Underwood is too good to risk putting on waivers before moving him to the practice squad. More likely, they will go with the five, since Bush can play CB in a pinch.

I think it's best to look at the secondary group as a whole as both Bush and Underwood have hybrid CB/S ability.

I'm guessing 11 is too many to carry on the roster and that doesn't include Peprah whose one of our best special team players.

If we can stash Underwood on the PS that would make life a bit easier.
