what the heck is a "tough shot" ? A good hit or a cheap hit?

there are three possible translations to Rodgers' comments.

1) it was a dirty shot and Merriwether should not only have been penalized he should be fined but I am not going to say that after all the fiasco that went on with the Matthews Kaepernick thing.

2) It was a clean shot and Eddie was as much to blame but I am not going to say that because I am not going to take a chance on pissing off any of my fans.

3) Its football for Christ's sake and football is a rough sport. Guys take hits all the time. Its time we quit treating them like they are china dolls and let them play... as long as we are not talking about quarterbacks.
