Cheesey, we're in effect setting the clocks back to the "true time." Daylight Savings time gives us more evening daylight in the summer, when we want to enjoy it outdoors, and less daylight during the morning, when it matters less because we get up in the light anyway. By setting the clocks back, we are able to arise in dim light. I don't know if the idea is simply to make it easier to get up in the winter or what. After all, time is arbitrary; we could set any hour we wish to be whatever time we want. So why not keep time advanced an hour all year?
