I didn't know you have to have an explicit reason to be limited in practice. You don't have to have an injury in order to be inactive on gameday. So, barring injury, the guys who are inactive on gameday are also full participants in practice?

I believe they have to have a reason for it and instead of making something up. It just makes sense to say he's limited because of his knee. It's not an indication that his knee is flaring up as a problem. He's just not in football shape yet, because of the lack of training camp and everything else.
