The question I have is if someone like Sutton were to be signed to the Panthers' practice squad, could we at some point later in the season attempt to snatch him away? Or would we have to put in a waiver claim and wait till everyone else in front of us passed on him?

Practice squad guidelines state that:
Under the current NFL Practice Squad Rules, any player who is under contract on a scout team is free to sign a player contract with any team in the league, without compensation to the franchise whose practice squad he is a member of.
I still don't know though; it says the teams retaining the players receive no compensation but do they have the right to keep the player on their squad from signing?
Wikipedia says:
NFL scout team players have free agent status and can sign with any team they wish without compensation to the original team.
They're basically free agents then I guess.
Ahh just found this:
As a member of the practice squad, another team could make a claim on Johnson. The Vikings would have the right to retain him but they would have to place him on their active roster.
So it's basically like restricted free agent status. If we made a claim on Sutton, the Panthers would have time to either sign Sutton to their active roster and release one of their players on that active roster. But since we put Sutton on waivers Carolina can't just sign him to their practice squad otherwise he'd be on ours right? I'm assuming to claim a player on waivers they must be signed to the active roster so we couldn't actually claim Sutton back unless Carolina releases him.
EDIT: Beast got it. Carolina has them on their active roster otherwise we would have been able to retain him for our practice squad.
