I agree with those that think it was cut off. 
If it was intact, would it clear the bumper? Kind of looks like it wouldn't. Plus, I don't see any receptacle for the trailer wiring.  I think you are best off taking it into the toys for trucks place. You could save money by diy or even u haul doing it, but you got some corrosion issues too, so, if it was me, I'd want some really experienced people evaluating my options. Just my opinion.

The receiver tube would stick through the bumper where the license plate would flip upwards. Weird set up to be honest.

There are adapters that can change the size of the receiver hole sold online, but I don't know if there is one that would keep the hole the same size.  (Think reduction vs. coupler, in plumbing terms) They are relatively inexpensive, but would have to be welded in, and then you would run into the problem of finding a non-2" drop hitch 12" in length. Again, to me, it seems within the realm of the possible that the toys for trucks people could fabricate or have a shelf part that could restore the missing piece via welding in a coupler/extension. They can also check that wiring without you having to f#ck around and find out that the wiring doesn't work right about the time you are trying to tow the boat.  Sorry, bottom line, you need a specialist, aka pricey mother...you know the rest... imo

I intend to sell the truck sooner than later so I don't know if I want to drop $500 or more into some custom hitch. I was just shocked as heck that it didn't have any holes. All I needed to do was tow a trailer with a few thousand pounds of dirt. I figured that 11" drop hitch would be just fine. But couldn't secure the damn thing.

Find (another??? Lol) redneck that loves a lifted truck (should be easy, we're talking Wisconsin, here, lol) sell that bad boy, and get yourself another tow vehicle to tow your boat. Did I mention what  boat stands for yet? You"re finding that shit out BEFORE you even HAVE the friggin' boat. Sorry to laugh, but you gotta admit that "Break Out Another Thousand" seems somewhat prescient...

I bought my wife a Nissan Pathfinder in 2019.  4.0 4wd club cab. I wanted the Toyota, but it was 10k more for pretty much the same truck. This Nissan has been absolutely  trouble free, and tows my boat no problem. That being said, if we were all smart, imo, we'd all be driving Toyotas. 

You might want to stop by a weld shop and see what they might come up with. Bring the drop hitch with you if you do.

Something I should mention about my Dodge. When I had it loaded with woodchips, and I mean loaded. You see how the ass sticks up right? Well, here, look.  Anyhow, after driving a mile or two I had to stop. The truck felt like it wanted to keep going forward. It kind of lunged and I had to push the brake harder and eventually just put it in neutral.  So, I'm not even sure I SHOULD tow anything with it, haha.
