Given the current cap projections, I'm really curious about where the money would come from for that.

It come from giving long-term contracts, based on the NFL's accounting system, contracts are always back loaded in terms of cap accounting.
Therefore if you give guys a new long-term contracts, like say give Aaron Rodgers, Davante Adams, Adrian Amos, Billy Turner, and MAYBE the Smith brothers, maybe Jaire Alexander, long term contracts, they'll get their money now but it won't be accounted for until after the new large increase in the new TV contracts kick in.
