Since my computer has been down I've been doing all my major internet browsing at my local library. I've been to sporting events that were quieter. From patrons singing along with the you tube videos they are watching to teenagers talking back to the video games they are playing to the little kids running around while parents are ignoring them its frustrating. You would think that the library staff would say something but some of them are the worst offenders. The information desk lady apparently thinks what she has to say is important to everyone in the library and I now know enough about various library policies that I could probably do any job without training. Its obvious no one here knows what an inside voice is let alone a library voice.

Sorry for the mini rant, its just more evidence of the death of common courtesy.

Yeah it is frustrating when you have to deal with people who don't care about anyone or anything other than themselves.

It's not just how we are raised. It's also the "me first" society we are in today. Liberalism teaches " you have rights!" And to hell with responsibilities or the feelings or rights of others.
Why do you think we have people shooting others if they feel "dissed" by someone? Or the road rage that ends up with someone dead?
It's a "hooray for me, and screw you" world.
I have had the same thing at the library.
Try speaking up to the librarian about it, and tell the kids to "knock it off!" When they make noise at the computers. You have the right to silance when you are there.
If that doesn't work, take a pair of ear plugs with you.
I don't blame you for being frustrated.

Libraries have changed over the years since the internet. The number of people who go there for quiet research has greatly declined. If we tried to keep the libraries the same, they would fold with not enough people using them. In order to adapt to the times they have had to become more social places. Many the main common areas are not quiet areas. They usually have different floors where quiet is expected or separate isolated rooms for that purpose.

Still, common sense (which is no longer common) would be to be respectful of others in the library. Of course that needs to be taught. Otherwise they don't even know they are being rude.

If there is a rule/policy about being quiet yes I would expect the rule/policy to be followed. If it isn't a rule/policy then no they don't have to be quiet.
