If it WAS unintentional, then no fine should have been given! So the fact that he WAS fined, to me says, he's guilty of intent.
Unless Suh can show evidence that he gets "muscle spasms" that causes his leg to "shoot out" like that, i'd find him guilty of being a "disposable feminine cleansing" product you'd use on a "summer's eve".

The NFL couldn't prove it and with the fiasco that has been bounty gate, probably didn't want another suspension appeal hit the PR waves. So duck and fine.. let him appeal and reduce the fine. Then move on.
