Under the current circumstances, which could change any day, can draft picks still be traded up or down on draft say? I'm thinking Thompson might want to move out of #32, depending who's still there, but will he be able to?

I'm thinking they can but I'll move aside for somebody more dedicated to looking these things up. Time for bed!

Why wouldn't a GM be able to trade draft picks?

Assuming there still is a draft..

Out of respect for the game, I would have to assume that the two sides would at least come together in agreement for there to be a draft.

I wouldn't bet on that... both sides are trying to do everything they can to get leverage and if that meant holding up the draft to upset the other side they probably would try...

I believe the 2011 draft is agreement under the old agreement but it's still valid for the NFL to do it this year. I don't think next years is...

Which I think means if this battle drags into next year (please no) then the Union might sue the NFL for antitrust saying it's 32 teams forcing free workers to go places instead of having a free market system...

I'm sure they'll at least bluff it... weather they do it or not who knows...

Because on the other hand if they're no deal by then, that would mean the 1st round picks are still getting their huge pay days which the Union would like...

The union wants a rookie pay scale don't they? They want the money to go to veterans who've performed on the field, as well as taking some of that money to pay for health care for the guys who've gone before.

I think the draft is set to happen despite the lockout, but since you can't trade regularly during the lockout, I would have to think that you can't trade during the draft either.

What Finny said. That makes sense. All picks are set in stone until a new agreement is inked.

From all that I've heard, the draft will take place and teams can trade picks but not players

The draft will happen but from what I've heard the teams can't sign any of their draft picks until a new CBA gets signed. So essentially what teams are doing is drafting the rights to sign players.
