I am certain that is a big part of the problem. But they should get off their @ss and ask for the damn paperwork themselves. They should hold off judgment/punishment until they know that he was not in the Army during the months in questions. The archive dept should not be hording the data for 90 days or more until they dole out the data. Flip the switch. in 30 seconds it could be passed along.
there is a backlog of others waiting for the info too. Let's say 100. (There are other archive offices in other parts of the country.) If it took a whole 5 minutes to flip the switch and send the email to the proper person that is 10 days. (assuming one person on an 8 hour shift.) 2 business weeks could clear the whole bottle neck. They won't get 100o requests at the same time so the request for info could be responded to in 2 or 3 days max.
