Harris, 35, spent the first six weeks of the season on the physically unable to perform list while recovering from major knee surgery. He was medically cleared to play but the emergence of his replacement, Tramon Williams, left him without a starting job. The development of rookie nickel back Sam Shields also made him expendable.
Several teams, including NFC North rival Minnesota, could use help at cornerback, so Harris likely won't be out of work for long.
If Harris is not claimed off waivers, he would become a free agent.
Harris, a two-time Pro Bowler, has amassed 21 interceptions in his 12-year career.
