With Starks does he actually have to be injured to be put on IR or is one of the rules of the PUP list that any player on it can be placed on IR irrespective of their actual injury status?
My guess it is the latter.

RB DeShawn Wynn was put on the IR and tired to disputed it... all he got was pissed off coaches telling him to shut his mouth...
It happens every single year in the NFL by different teams... a healthy player gets IRed. The IR player could take a dispute to legal paperwork but lets just say that looks bad to teams... a player who isn't willing to keep his mouth shut when a team tells him too... it's like a red flag to teams... you better have flashy talent like a Randy Moss if that happens.
I'm not saying I like it... that's just the way it is...
