How is it that the Titans, who have the same record as the Packers but are lower in the divisional standings, have a lower waiver priority than the Packers? What are the tiebreakers for waiver priority?

If the Titans let Randy go after this year and some other team signs him in free agency (assuming CBA, etc. gets handled and shit stays the same)...
The Titans will hold the rights to the compensatory (read--probably a 3rd round) pick.
