There's a certain breed of "intellectual" that masturbates via language.
The quoted piece suggests its author is one of the breed.
Sometimes when facing a deadline, one gets bogged down trying to get a point across in the most accurate words. When this happens, the resulting prose sounds something like this -- one doesn't have the time to get it right, only to get it out.
That's the only charitable explanation I can think of for the babble you quoted, Engineer. But I think its more likely that you have found another example of pretentious know-littles parading their willingness to jerk off with their dictionaries in public.

Of course the anti-East-Coast part of me says .... well, this is what you get when you pay attention to what New Yorkers say. π
