2 TEs also normally means benching your slot WR, which is WR Reed. Not sure I want bench Reed for TD2.

Of course, Packers also seem to be trying to load up on the power running game, which there two TEs might be extremely helpful.

If Kraft and Musgrave stay healthy, 12 personnel could finally work without taking much away from Reed.
