Allocation for each team for 2009, according to PFT:

So what does that mean? The Packers are not allowed to spend more than $5,443,396 on rookies this year? Or that $5,443,396 of the money paid to rookies will not count against the regular salary cap?

(And seriously . . . down to the $6? Wow. I'm surprised there's not a $0.97 thrown in there for good measure.)

That is the maximum amount of cap space the Packers are allowed to use on both drafted and non-drafted rookies. Yes, it counts against the cap. It is plenty. Remember, the agents representing the rookies are fully cognizant of the available cap room... The "fight" is how it is allocated amongst the rookies.
