He can play well, but he's inconsistent. Hackett was his QB coach and OC.

Does he know the Shanahan system?

Another scouting report, from the Colts.

Inconsistent. Better when protected, which I think he will be if he plays here. Other report said he's good over the middle, short to intermediate and can hit outside the numbers.

This one says he is dangerous scrambling. If he doesn't get his second read, he will often scramble effectively.

He played with the Rams in 2019... which runs a similar version of the wide zone (Shanahan system), though the Rams usually keep 3 WRs on the field at all times, where Shanahan and LaFleur prefer mixing and matching that last position: WR, TE or H-Back or a guy verstilite to do muliple of those.

Of course Bortles should know about a two TEs system from his time with the Jaguars. Where now Packers offensive coordinator Nathaniel Hackett was offensive coordinator there, and ran a lot of two TEs looks using some blocking TE named Mercedes Lewis.
