Two second-year Packers and two rookies failed their initial physical exams, making them eligible for the regular season PUP list. Four Green Bay Packers  players have failed their initial physicals to start training camp.
Two players, linebacker Curtis Bolton  and offensive tackle Yosh Nijman , ended the 2019 season on injured reserve with injuries. Those two will start training camp on the active/Physically Unable to Perform list, making them eligible for the PUP list when the regular season comes around.
Bolton tore his ACL in the preseason a year ago, the latest in a long line of injuries for the former Oklahoma linebacker. He impressed in the first two-plus preseason games, but was lost in week three of the exhibition slate when the Packers played the Oakland Raiders  on a questionable field in Winnipeg. Nijman ended up on injured reserve late in the season with an elbow injury after starting the year on the practice squad and earning a midseason call-up to the active roster.
These two players are joined on an injury list by a pair of rookies whose final college seasons were also cut short by injury. Simon Stepaniak , one of the Packers’ sixth-round offensive line draft picks, tore his ACL during draft practices and will likely miss much of the 2020 season. He will start camp with a Non-Football Injury designation, given to players whose injuries did not result from NFL practices or games.
Likewise, undrafted rookie running back Patrick Taylor from Memphis suffered foot and ankle injuries as a senior. He played through them to participate in Memphis’ bowl game, but the issues are evidently still affecting him.
Like the PUP players, giving these players an NFI designation allows the team to place them on the regular-season reserve/NFI list should they be unable to start the season healthy. These designations keep them on the 90-man roster for the time being.

Bolton looked like our best coverage LB until he was injured, then it was Burks. Now it's Burks or Kirksey, but if they decide to play Kirksey at the physical LB role, could be lots of Safety playing LB again.

Reportedly an ACL tear around new years and those things usually take minimum 9 months, but sometimes guys don't start moving normal for a year and a half. So I've been thinking he starts off on the PUP list and they try to bring him back mid-year or IR him.

RB Patrick Taylor, I don't think he has a shot to make the roster this year, but he's one of my favorites of this year's undrafted free agents. If he can stick around a year, he might have a shot next year as Jones, Williams and Irvin are FAs.

You are correct. I was merely simplifying my comments.

I don't know what Bolton is going to bring to the team. LB is such a weak position almost anyone will be an upgrade.

The key word for Nijman is raw. It won't matter one iota if he is on the PUP or not. He needs time. Lots and lots of time. Ideally it is better for him to be on the practice field but this is not a normal year. Long run he is destined for the PS this year. Running him through PUP first doesn't change much.

When they drafted Stepaniak I think they knew he would end up on PUP and then IR.

Taylor is Taylor. Barring an injury there wasn't going to be room for him on the 53 roster this season.
