He's in the last year of his contract, getting slightly over $5.6 million this year, which would be the 11th highest average RB contract... because he's watched Todd Gurley, Le'Veon Bell, David Johnson and Jerick McKinnon all get large contracts these last two years, he wants it as well... he probably wants want to be with Gurley, Bell and Johnson in getting at least $13 million per season (or at least that's his hope).
Though as others pointed out, seeing that his yards per run average have been under 4 in three of his four seasons, is normally a bad sign, as well as that he couldn't get it with one of the best QBs and WRs in the NFL... though, the Chargers did have a weaker OL.
With you look at the draft pick and the cash investment, and that RBs are such a gamble to stay healthy long term... I might rather just keep investing draft picks into RBs and keeping young ones around, and not invest the MEGA amounts of money into a single one, unless you love them on and off the field. And even then, not the over $10 million per year amounts.
