Would they actually use him?

One of my biggest complaints this year (outside of stupidly (IMO) cutting Jordy) was that we had 5 ILBers for most of the year and only consistently used 1 on defense.

Looking it up the others were used more than I thought, with Morrison getting 28% and Burks getting 11.5%... the other two were basically full time ST guys.

Of course Davis is a coverage LB and might be used more instead of a Safety, of course that means Burks might be locked on the bench while Davis is healthy. Then again, depending on how much he does or doesn't develop, he might be locked on the bench anyways.

Davis is gonna be 36 and his numbers have been dropping the last two years, but if he's cheap, I got no problem giving it a shot (though I would want a low signing bonus and get out contract rate in case he's physically done, or Burks is deemed ready to start). But Davis has been said to be a great person on and off the field.

Not that it means anything, but Martinez was graded as the #17 best LB and Davis was #19, in 2018 according to PFF. And I still haven't seen anything to sway my last off-season opinion that S Josh Jones should be put at coverage LB role, where he seems to be at his best to me.

meh, Beast make the point better than I could...there are other players available who fit greater needs right now

No, I just can't see sinking money into a 36 year old ILB.
Money could be better spent elsewhere.
