I can't figure out what they actually fined/flagged him for. He hit Ryan in the shoulder (with his own shoulder) and it was only 1 step after Ryan threw the ball.

Yeah I always thought they got 2 steps. I can see why the ref would throw a flag when it's kind of a subjective thing on the field but I don't get the fine at all.

He was flagged for a blow to the "head or neck area." In real time and on replay, it looked like a good call to me—by the letter of the law as written in the rulebook. Whether "head or neck area" should be the standard by which these calls are made is obviously a matter for debate.

Welcome to the future NFL. It is pretty simple how to avoid fines like these - just stop blitzing and let the QB stand in the pocket all day without worries.

Seriously though - this is the crap that is ruining football. If you breathe close enough to a receiver that he smells your breath, you might as well let him catch the ball because it will be pass interference anyway. If you go for the sack as the QB is thinking of throwing the ball, automatic 15 yards. If you celebrate a good play, you just gave up 15 yards. To make it worse - If it is questionable, the coach can't even challenge it.

They better start getting pitchers to officiate soon or the refs will wear their arms out from throwing a flag on every snap.
