The cap changes everything. Nevertheless Ron was more willing to look at every opportunity. TeddyT has a narrower approach.

What we know as Free Agency today really began in 92, and the Salary Cap in 94. Ron built the SB winning team in those early years of FA and Cap before all the teams figured it out. Getting Favre, Reggie, Sean Jones, Dotson. Once it got into the last few years of his time as GM, he had also become much more conservative in free agency.

Different sport, but this dude says something similar to what I think.

One of the best defenders in football history, Carles Puyol has won all there is to win. He led his Barcelona team to tremendous success and has held the World Cup in his hands. What does it take to make it to the top ? As the Euro 2016 kicks off in France, Carles Puyol takes us behind the scenes of the game.

Money can buy you star players, but won’t win you titles – Barcelona FC star Carles Puyol

I think Ted Thompson looks at every opportunity but he's not willing to spend for many, whether it's draft picks and/or money. A couple of examples are Woodson, he paid more than anyone else, because Woodson didn't want to come to GB and Peppers was much less than it cost the Bears because or age. So you're right, he does have a narrower approach but I think he looks. Sometimes I wish he would pull the trigger like for Lynch and/or Moss. JMHO but I believe a Moss trade would have won us a SB.
Why is Jerry Kramer not in the Hall of Fame?

But he'll never overpay. That's ALSO who he is.
