Packers offered basically the same thing, however, since it was assumed Packers would have a better season than Seahawks, the Bills took the Seahawks deal as it was believed Seahawks would be picking earlier in the rounds.

We won the Super Bowl that year, so I'd say it's safe to say the Bills made the correct assumption.
