From what those guys have shown (Although you can't say alot about a rookie season) they might become starters, but both are currently playing up to slot-like guys standards. (Keep in mind that I have seen them play a limited time).
Then again, I'm no 49ers expert and I have no idea. I just wouldn't go for a QB if I where them.
As for Porky, that would be a great idea. I don't know how Peppers will play as an OLB though, if he still has his mind set on that. I love to have a great 3-4, especially if the players keep moving around etc. to eventually come with a great blitz and get down the QB. Not one kind of pass can beat that.
