I think anyone sent to IR needs to clear waivers first, but I don't really understand how all of this works.
Guion is on PUP now right? So I don't think he counts.

Players with more than 4 years can go straight to the IR. And on the day of and after the 75 man cut down day, teams can send all players straight to the IR. I've looked up the PUP thing in the past (under the old CBA, so it might not be the same as the new CBA), but as I understood it, there are two PUP list... a preseason PUP list and an in season PUP list. And if I understood it right, the preseason PUP list counts towards the roster number and is easy to get off of (just be cleared to practice), while the in season PUP doesn't count towards the roster number and you have to wait six weeks to get off of and be cleared to practice.
I don't know when you can be transitioned over from the preseason one to the in season one... but I'd guess it's the one of the cut down periods (to the 75 of 53 man roster). If it's the 75 man roster one they can transition him over in the coming days.
I don't know why the NFL uses the same names for different things...
