I just saw this article on Yahoo - incredible, but direct quotes from Packer players, so apparently true.

there was even some comments in the locker room after the game.

I can see the confusion from the Oline. Normally with the clock running the Umpire spots the ball and gets clear for the offense to be able to setup and run the play. In this case the proper way because of the penalty would have been for the Umpire to spot and stand over the ball, until the Referee blows the whistle to start the clock, at which time the Umpire backs away from the ball allowing the offense to go. But what happened was the Umpire screwed up and spotted the ball and retreated into the defensive backfield So D-Smith and the Oline got set on the ball. Which is where the Referee told him to let go of the ball and had the Umpire came up to stand over the ball. The referee got into position and started the clock.

I think had the Umpire been in the proper position from the start, they may have gotten the play off quicker and possibly had a chance for another play but there was also no reason for the snap of the ball to take as long as it did.

There was another mistake on that play as well. On a false start the play should have been blown dead which would have been at the 0:23 mark. The 10 second runoff should have happened from that point and the Packers would have been left with 0:13 on the clock.
