Here's an article from the Green Bay Press Gazette. Check out the forecast for the game at the very end. Sounds a lot like last year's game in Chicago:

Whether he realized it or not, Bears coach Lovie Smith tweaked McCarthy in a conference call with Wisconsin reporters when asked whether the Bears would practice outdoors this week.
Of course we are, Smith said. Were going outside today. Were scraping the snow off, and thats how you play it. You play in the snow, you practice in it, right?
Not according to McCarthy, who repeatedly had to defend his refusal to practice outdoors last December and January. McCarthy has said this season hed like to practice outdoors once a week, but that hasnt happened because the frozen turf on Clarke Hinkle Field is considered a safety hazard.
Last Dec. 23 at Soldier Field, the game-time temperature was 16 degrees, with 22 mph winds later gusting to 40 mph creating a wind chill of minus-2 and helped unravel the Packers in a 35-7 Bears rout.
I hear we may even break that this week, Smith said of the weather, so were pretty pumped up about that.
As of Thursday night, a forecast on www.weather.com called for a high temperature of 12 degrees and winds reaching 16 mph on Monday in Chicago.
