Listening to Aaron Rodgers Tuesday conversation and he stated referee's will add/remove air from the footballs. Why the hell is this allowed?

I know they check the air pressure before kickoff of all balls (I believe outdoor games have more available balls and indoor).

So are they adjust them before the game for consistency?

Or is he saying during play?

It just seems odd. Although, I bet Finley could use this an excuse.
