As I understood how the PUP list works, the players are ineligible to practice or play for the first 6 games. Then they can practice for up to 3 weeks before a roster move has to be made for them, either releasing, IR, activating...etc.

This seems to be the case with the Packers as they have until next Monday, the day after their 9th game to do something with Bigby, Harris and Starks.

Do the vikings get to operate by some different rules? About 2/3 the way through this article:

it says sidney rice will begin practicing with the team on Nov. 9th and then they have 3 weeks to activate him. I understand they have already had a bye and the Packers have not but still they have played 7 games.

Anybody know?

I saw this and assumed it was a typo. But I've seen it reported elsewhere now so likely to be accurate.

I have no clue.

I think that it's 3 weeks from when the player starts practicing.

So whenever that player does start participating in practice, you have 3 weeks from that point.

For example: If Al Harris hadn't practiced until this week, we would still have 3 more weeks to decide.

But still, doesn't the player have to start practicing after the 6th game? I thought the PUP was only for 6 weeks (not including the bye so essentially 6 games).

The team has 3 weeks after Week 6 to evaluate the player and make a decision. He can practice for the entire duration if that is what the team wants, or they could practice him once -- or not all. There's no obligation to put him through practice.

From wikipedia (best I could do right now)

A player who begins the regular season on the PUP list must sit out his team's first six games.

After that point, a team has three weeks to start having the player practice; once the player begins practicing, the team has another three weeks to put the player on the active roster.

If the player is not activated by that time, or if he does not begin practicing within that three week window, he must remain on the PUP list for the remainder of the season
