I'd keep Newhouse. Francois, Bush or McDonald could go.
More interesting is who starts, Bigby or Smith? In obvious passing situations, I might throw Smith out there. Otherwise I favor Bigby. He'll be on a pitch count when he first returns though.

Why must someone be cut?

Frankly, I think Ted will place a couple of bodies on IR with McDonald and Newhouse being the leading candidates for me when 3irty-One and Bigby are ready to come back.

Starks is more interesting... you'd think if he gets activated, then he would be in place of one of the RBs we already have. Because if not, then we'd have 3 RBs (B-Jack, Nance, Starks) and 3 FBs (Kuhn, Hall, Johnson). 6 backs is not a luxury I think we can afford at this time, however, seeing as the current status of roster injuries might require reinforcement at other positions such as DL (Wilson, Wynn, and Montogomery are a joke depth-chart) or LB (Francois / Simpkins getting any playing time outside of special teams is a huge worry).
