It's an age-old scam: one woman poses as a hooker, the other makes off with the goods. If you get caught, you scream rape to extort a bundle of cash off the target. These women certainly aren't the first to try it, and Underwood isn't the first to fall prey to it. He's an easier mark because he's a relatively insignificant member of the team and therefore has more to lose. You don't tell the commander to take his mask off -- you make the private do it.

Of course, a smooth woman plays both roles: She makes sure you're falling asleep when she's through with you, then simply walks off with your wallet.
