Interesting you should say this. When I first read about this story, that was the exact same situation that occurred to me. But even with Braslia, the gambit was not initially profitable, if I remember correctly; it took a while before it paid off. But they got themselves a gleaming new capital city out of the move.

I remember seeing pictures of a nearly empty city then too. (In my text book I think.) But of course the photos were several years old by that time. No internet waaaaaaay back then.

They could fix that city in less than a year.

Make it the designated city for legalized gambling.

The Chinese people love casino games, and while the government has tried to eliminate gambling, it is so deeply entrenched in their culture that if they created a singular town where it was legal---

I think presently they have a region where it is legal, but not a "Las Vegas" equivalent...
