Here's the rule: you can implement one requirement or remove one requirement. You may implement it at whichever level (primary, secondary, bachelors', masters', doctoral, technical, professional) you wish.

But you only get one change. And "abolish orchange the entire system" isn't allowed. What do you recommend?

Here's mine (and +1 if you are first to guess the author whose idea I am bastaridizing):

No one is allowed to vote, contribute to campaigns, or hold elected office unless they have passed "Member of society 101," a class whose sole text is the document listed below. And "passage of class" comes only upon unanimous vote of a randomly selected panel of five people, all of which must have been either a mother, a veteran who has served at least one tour offshore, or both."

The text for "Member of Society 101? It's this:

When, in the course of human events, it becomes necessary for one people to dissolve the political bonds which have connected them with another, and to assume among the powers of the earth, the separate and equal station to which the laws of nature and of nature's God entitle them, a decent respect to the opinions of mankind requires that they should declare the causes which impel them to the separation.

We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable rights, that among these are life, liberty and the pursuit of happiness. That to secure these rights, governments are instituted among men, deriving their just powers from the consent of the governed. That whenever any form of government becomes destructive to these ends, it is the right of the people to alter or to abolish it, and to institute new government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their safety and happiness. Prudence, indeed, will dictate that governments long established should not be changed for light and transient causes; and accordingly all experience hath shown that mankind are more disposed to suffer, while evils are sufferable, than to right themselves by abolishing the forms to which they are accustomed. He has refused his assent to laws, the most wholesome and necessary for the public good.

He has forbidden his governors to pass laws of immediate and pressing importance, unless suspended in their operation till his assent should be obtained; and when so suspended, he has utterly neglected to attend to them.

He has refused to pass other laws for the accommodation of large districts of people, unless those people would relinquish the right of representation in the legislature, a right inestimable to them and formidable to tyrants only.

He has called together legislative bodies at places unusual, uncomfortable, and distant from the depository of their public records, for the sole purpose of fatiguing them into compliance with his measures.

He has dissolved representative houses repeatedly, for opposing with manly firmness his invasions on the rights of the people.

He has refused for a long time, after such dissolutions, to cause others to be elected; whereby the legislative powers, incapable of annihilation, have returned to the people at large for their exercise; the state remaining in the meantime exposed to all the dangers of invasion from without, and convulsions within.

He has endeavored to prevent the population of these states; for that purpose obstructing the laws for naturalization of foreigners; refusing to pass others to encourage their migration hither, and raising the conditions of new appropriations of lands.

He has obstructed the administration of justice, by refusing his assent to laws for establishing judiciary powers.

He has made judges dependent on his will alone, for the tenure of their offices, and the amount and payment of their salaries.

He has erected a multitude of new offices, and sent hither swarms of officers to harass our people, and eat out their substance.

He has kept among us, in times of peace, standing armies without the consent of our legislature.

He has affected to render the military independent of and superior to civil power.

He has combined with others to subject us to a jurisdiction foreign to our constitution, and unacknowledged by our laws; giving his assent to their acts of pretended legislation:

For abolishing the free system of English laws in a neighboring province, establishing therein an arbitrary government, and enlarging its boundaries so as to render it at once an example and fit instrument for introducing the same absolute rule in these colonies:

For taking away our charters, abolishing our most valuable laws, and altering fundamentally the forms of our governments:

For suspending our own legislatures, and declaring themselves invested with power to legislate for us in all cases whatsoever.

He has abdicated government here, by declaring us out of his protection and waging war against us.

He has plundered our seas, ravaged our coasts, burned our towns, and destroyed the lives of our people.

He is at this time transporting large armies of foreign mercenaries to complete the works of death, desolation and tyranny, already begun with circumstances of cruelty and perfidy scarcely paralleled in the most barbarous ages, and totally unworthy the head of a civilized nation.

He has constrained our fellow citizens taken captive on the high seas to bear arms against their country, to become the executioners of their friends and brethren, or to fall themselves by their hands.

He has excited domestic insurrections amongst us, and has endeavored to bring on the inhabitants of our frontiers, the merciless Indian savages, whose known rule of warfare, is undistinguished destruction of all ages, sexes and conditions.

In every stage of these oppressions we have petitioned for redress in the most humble terms: our repeated petitions have been answered only by repeated injury. A prince, whose character is thus marked by every act which may define a tyrant, is unfit to be the ruler of a free people.

Nor have we been wanting in attention to our British brethren. We have warned them from time to time of attempts by their legislature to extend an unwarrantable jurisdiction over us. We have reminded them of the circumstances of our emigration and settlement here. We have appealed to their native justice and magnanimity, and we have conjured them by the ties of our common kindred to disavow these usurpations, which, would inevitably interrupt our connections and correspondence. They too have been deaf to the voice of justice and of consanguinity. a uniform grading and passing system for every school in the country. That way, a 4.0 means the same regardless of where you went.

And enough of this pansy assed, nothing but positive input. Be real, be honest. If the kid fails or needs improvement, tell him. He knows inside if you are filling him with BS.

I'm guessing Thomas Jefferson.

If I could go back over 42 years of teaching I would simply say "LET ME TEACH!" Let me teach the students to be aware of their fellow man. Let me teach them to be honest and forgiving. Let me teach them to be understanding of differences we have and accept that. Let me teach them to think for themselves and make good decisions for themselves that will affect their lives forever. Let me teach them that education doesn't necessarily come in classrooms; a college degree is fine but not necessary; and everyday you are alive you are learning. Make the most of what you learn and above all, my number one rule: HAVE FUN!

Forget NO CHILD LEFT BEHIND; forget all these tests we pile on our students just to improve the resume of some dumb-ass administrator who wants to look good. So, in short, let teachers teach the kids, not the test, or soon we will have a country of walking human robots who really can't think at all.

I agree with dfosterf....bust the unions. I have known so many wonderful teachers who have left the profession because of the obstacle the union is to education, and the promotion of qualified, not tenured, instructors.

digsthepack and dfosterf.... I agree with you, to a point. Have you ever worked where there was a union in place? If you haven't, don't be so quick to criticize them. If you want to bust the teachers union, then bust ALL unions....UAW, AFL-CIO, UNITED STEEL WORKERS and all the rest. See where we'd be then. And dfosterf, your video is from one concern that absolutely hates teachers and our education system. They should put out facts about ALL the unions.

But, I do agree with what digsthepack said....there are many teachers out there who should not be in a classroom but are because of tenure laws, just as there are many Doctors, lawyers, accountants, carpenters, painters, auto mechanics, and on and on that shouldn't be working in their profession. That needs to be changed.

Anyway, I'm retired and am not about to get into a big debate on all this. Just as long as the Vikings keep losing Super Bowl chances, I'm fine.

I don't like the symbiotic relationship between the unions and the (99.9%Dems) political power in this country. That wasn't the question Wade asked.

I'm not going to worry too much about the labor unions outside of government, because the marketplace has a tendency to take care of that on my behalf. (Excepting of course TARP funds, etc)

What stops these School boards from raising my taxes? Same crowd running those, most of them former teachers... My neighbors don't seem to care..."It's for the kids" How do you fight that? They keep voting in the same crowd. My taxes keep going up. Is the quality of education going up? Hardly. There is no real check or balance on these governmental unions, and they are destroying the budget of almost every governmental jurisdiction in this country.

I can not buy a Chevy if I so choose. There is little I can do about my local property tax, my local school tax, my state income tax, etc.

The state employees will all have a nice pension, so there is that.

That is, if the state doesn't go bankrupt.

Grew up in a union household..no choice in the matter if my dad wanted to be a plumber there. All the union did for him was pay the punk sleeping off a hangover the same as everyone else who was busting ass that day.

Everything the unions were previously needed for are now matters of law and regulation.....they are now nothing more than a tool to extort from the productive members to support the do-nothings.....and pack a lot of political clout which is often different from many of their members.

The most cowardly politics of all....hiding behind little chidren. That, in and of itself, is reason to despise the Dems. Cannot sell the intellectual merits of their spending, so wrap it up in children and pull well-meaning, if not entirely misguided, sympathies.

In my neighborhood in MPLS...where we spend near $14 K per student, in a shrinking district, whose budget always increases....there were a bunch of yard signs supporting the most recent school referendum...with huge text that read...."For the Children".

Almost made me print some of my own signs...."Fuck the whiney brats and their stupid parents who cannot do basic math!"
