Usually PS players and their agents let their current team match any offer they get, before signing to a new team, so Packers probably could of matched it if they wanted to.
Davis has a problem in that his strengths don't match his skill set. In theory Davis being the ultra athletic and smaller LB that he is, should be good in coverage. But based on PFF he sucks in coverage.
And with the Commanders new defensive scheme, they could use some more coverage guys, but Davis sucks in coverage... so they moved him to his strength of playing the run and blitzing, which I'm that scheme means they made him an edge rusher, but he's too small to be a 3 down edge rusher. Which is why he was cut.
An aggressive 4-3 scheme like the Packers or Vikings is his best fit. Something that lets him go forward a lot more.
