The reason for the 70's and 80's was the board was influencing football decisions. That was something Bob Harlan said, not me. I think Harlan worded it something like 'part of the agreement when I was hired on was the board would take a step back and let the football decision makers, make football decisions'. Something to that effect.

IMO, that he was referring to the gap in time between GM Starr and Braatz.. the Gregg years.

But I will agree.. the Packers as a whole were scared of contracts & off field issues like they were the plague, see Tim Harris for example. Much of that was driven by the board.

That still doesn't exonerate Starr's record over his tenure, because they had talent in most spots except the offensive line. Boy were they sieves. lol.

One could then dive into some of the boneheaded trades.. lol. Maybe it was the pencil pushers upstairs fault.
